FWIW, I've rationalized turning scouting off by explaining to myself that Talent Change Randomness (TCR) negates any advantage (or disadvantage) I would get through scouting. Essentially, it doesn't matter how good or bad my scout is...TCR impacts how likely a player will reach or exceed their original potential anyway.
