- Create eight sixteen-team conferences by geographical region (or regionally and by "power"), divided into four divisions.
- Have every team play 10 games (3 non-conference, 4 in-conference/non-division [rotated each year], and 3 in-conference/in-division)
- The division winners are then seeded by record (tie-breakers are determined by conference wins, then division wins, then points scored). This creates a 32 team playoff, thus making the national champion need to win five post-season games in order to be crowned.
- If 32 teams are too many, make each conference have two divisions of eight teams so the number of division winners equals 16.
