OOTP Developments Forums - View Single Post - 2 Issues - Owner STILL controlling budget + Pitchers in minors skipped

I'm having 2 different issues:

1. The owner is controlling the budget even after I have toggled "Team owner controls budget?" "Yes" or "no" during the season and offseason. I've tried toggling this back and forth multiple times and each offseason the owner is STILL controlling the budget.

2. During the 2032-2033 + 2035 seasons , my shortlisted prospect pitchers in the minor leagues are not being pitched. I have even inserted these pitchers into the pitching rotation all to no avail. I typically promote/demote at the end of the season and am discovering that these pitchers are showing 0 innings pitched.

Please help
