How do I make a guy PERMANENTLY a reliever?

I have a submariner with 20 STA and no matter how often I go into editor and change him to RP, the next time I check, the minor league manager has him as an SP again!

How do I stop this? There's already 6 starters on the roster so it's not a scarcity issue. Besides, why would the manager literally use the guy with the lowest stamina on the staff as a starter?

Please help. This is driving me nuts. I must have changed him to RP thirty times in 2 seasons only to have him go right back.
