What path are you installing to?
It sounds like you're trying to install to a folder where you don't have proper permissions. At least, this is typically what will happen in that case, so that's my initial guess.
Can you try installing to a different folder and also make sure that your anti-virus/firewall/Windows Defender are not blocking the installer? Thanks!
