This sounds like what will happen if the game is trying to use a folder where you do not have write permission.
Are you running OOTP as an administrator? That would typically be the first step to try.
It could also be that the install is borked. In which case going to Troubleshooting > Force Reinstall Game Data might help things.
Those are the first couple things to try anyway. If they don';t work, let me know.
