Yes, when expanding there is a fee which takes up ~1/4 of your budget the first year, which matches with the numbers you listed. That fee will decrease over time, but it's meant to prevent an expansion team coming in and signing every free agent.
There are still some issues when you go back and forth between games and spray charts in-game. If you have loaded a player spray chart normally outside the game before viewing in-game, things should work fine. I don't think we should be crashing anyways, but that will be fixed for the next patch due out early next week.
We'll have a look at the other issues mentioned (draft picks or rule 5 players). Do you remember the name of the last player that had the rule 5 issue?
