I feel positive it is cosmetic in OOTP. (It probably is a useful stat IRL).
OOTP ratings are based on stats going back to 1880 something. Those ratings are used to determine the outcome of the pitcher/batter match up (after adjustments for for park factors and wind).
OOTP (and the other computer baseball games) try to replicate the basic stats of players (HRs, singles, doubles, stolen bases, stikouts, walks and a couple others). They are not trying (and do not have the ability) to replicate the exit velocity of Babe Ruth or Barry Bonds.
I suppose if they want to recode the game and use exit velocity they could but I think that would be a major project and if the purpose is to get the same stats we get now???
