ghost players being enabled is the easiest solution, and can be turned on at any time of the season. Another solution is to move players from FA, unretire players (if FA is short of players) and place them on the teams short of players. It doesn't matter if you control those teams or not. The AI sometimes does this. A lot of work went on in Beta testing to avoid this problem, but sometimes it still happens. What i'd done is to enable ghosties, get the game to advance a day or two (and fill the teams shorted) then turn them off again. It worked for me the one time i tried it. So not certain it's a viable full time fix. But you'll never be able to advance your game until you get enough players on those teams. So you need to allow ghost players or to fill them with fictional players. Good luck.
