The first thing to try would be to disable the Origin overlay. For some reason, that causes the game to crash on starting for a very few folks on Origin.
To do that, click Origin > Application settings within the Origin client. Then choose the Origin In Game tab and disable it via the checkbox.
The restart the client and try running OOTP again. Does it work now?
