Hey Shazero,
Usually a SQL Database error means that the game can't access the files it needs in your customization folder to load. It can also be caused sometimes by having a non-basic ASCII character as part of your name in the data path.
The way to work around this is to use a different data path.
To do so, open "Game settings" -> "Experts" tab and select another data path for OOTP like for example c:\ootp20
Then restart OOTP and it should work. You may need to move over your saved games to the new datapath location to restore those.
I'm sorry about that, I know it's kind of a pain. I'm not really sure why the limitation exists, it's not at all optimal, but unfortunately it does for now.
