Having exact same problem as Charlatan above.
"Error completing "Power Outage" collection - requires 10 of 15 cards...

When I expanded the collection, the first 10 cards I had that qualified were checked (very good). When I clicked "Complete" it said I needed to check 10 cards. Here's what I did:

- unchecked one card and then re-selected it : still got the message
- unchecked all the cards and then re-selected the same ones: still got the message"

He resolved it by clicking an 11th card, I only have ten of them so I have only the minimum necessary. I have tried clearing card cache (first time crashed game, second time worked), restarting ootp, rebooting, etc. same problem.

Are you sure you all have tried exactly that same mission and are unable to reproduce the problem?
