It's starting normally for me as Washington in 2004 with the draft/17 option on. The first thing I'd try is reinstalling the game in case a schedule file or related data has gotten corrupted (or, if you're on Steam, go to the library, right-click on FHM5, and select Properties-Local Files-Verify Integrity of Game Files.)

If it's still doing it after that, let me know the exact settings you're using when you set up the game and I'll try replicating it with those.
