Everything you posted makes sense to me.

If you have really good rated defense in the infield the Intentional Walks might be okay to have up there for more double plays. If not, well you're just giving up and putting more runners on. Also depends on your league. Perfect League there's probably a really solid bat coming up next that could knock them all in anyway. No reason to intentionally walk in Perfect League imo.

Also because I don't know when they do it. IBB when the batter is opposite handed as the pitcher with same hand coming up? When a runner on second with one out? Every time runners are on Second and third less than two outs? With or without a lead?

So my bias in Perfect League is pitch around is okay and forget about IBB.
