Because it's probably the same underlying mechanism as the search box in the Auction House - a plain, no-frills text search. Text searches would not distinguish between franchises.

The point you seem to be missing is that I am not advocating for Stivetts to be part of the Browns mission. What I am surprised by is how the game didn't include him in it. This surprises me because the game does an uncharacteristically terrible job at distinguishing between franchises, which has directly led to many other instances of collection missions being wrong.
I normally operate from the assumption that past performance will be indicative of future results, but in this one isolated instance, I have been surprised that previously established precedents were not followed. Maybe I should give props to this game for getting this right, but they get so much right so often that I instead opted to use this to spotlight significant flaws that many fail to recognize.
