I think most people would say you can't skimp on starting pitching if you want to compete at the highest level (right?). But can you skimp a bit on the relief staff? Like have 2 or 3 really good guys and the rest be average?
What about outfielders? I don't think I'd ever put a bad fielder at CF but in Left? Maybe. What about 1B? Put a average defender there who swings a big bat? I do that! Maybe that's my problem!!
Now I know you could plop Aparicio at SS and leave him there but is that a workable idea? Could a team with Bronze Aparicio compete in Perfect or is the lack of offense going to sink you?
Are these questions too specific? After all, every team is built differently. And there's not one way to build a winner... so are the answers to these questions "it depends"? And do we have that much flexibility in how we build a team to compete in Perfect?

It's really dependent on position and circumstance. For example, it's really expensive to get a catcher who hits and defends well, so it might not be worth spending the PP when Lavallierre does a serviceable job for 1k. You could stick Apacirio in at SS if you're truly strapped for PP (or rebuilding), but relatively modest upgrades in the form of Cronin and Boudreau (and others; Oquendo for instance) are available to you for just a bit more.
In my opinion, I would upgrade 3B and C last, and you probably can find pretty cheap solutions at 1B and DH (gold Dick Allen and Harry Heilmann, for example). LF is also pretty easy to replace cheaply, and RF is similar but a tad more expensive.
So I would personally prioritize spending on SS, CF, and 2B (and SP) since they're so crucial to the core of your team. But you're probably not winning a Perfect WS title until every positional need is mostly filled, so the order doesn't matter much either way.
