Without crunching the numbers I would estimate that the marginal return on PP cost tanks after the 40-50k level, so if you're min-maxing I'd go with 3-5 great players over one elite.
But in all honesty I'd probably just spend all of it trying to complete that perfect John Smoltz mission.
