In my experience, sticking him in the pen and setting him to "Emergency SP" won't accomplish this. Seems like the emergency SP role is intended to work just how it sounds, not as a "spot starter". So even with a 4-man rotation, emergency SPs will never start.
Turning on "allow SP in relief" seems dangerous during the regular season. I'm not sure if I could make that work how I want.

You have to try things. Try always start highest rested with allow starters in relief & see how the AI manages things. They do let you select a role for the starter & it is listed as their secondary role. So I assume the AI recognizes that their primary role is meant to be starter. So I would leave the starters that you do not want pitching blank and pick a role for your swing man and see how it goes.
