in the video game, you can look at player creation modifiers of each level to get an idea of progression of a prospect.

don't think of "A" as the same... short A, A, high A are all unique levels. high a is a new addition to 'unique' within the last 1-2 years (ootp, not RL).

as far as fall leagues or some of the other lower level leagues, ootp may not mimic RL exactly. e.g. you don't send your best prospects to play winter ball, etc... so some things may exist in ootp, but not quite the same as RL.

if the leagues have the same PCMs, it's the same, give or take. # of games may be different and that's a factor worth noting as far as who to send where. so, if it's just another 'rookie' level league but at a different time of year... that's all it is and likely avoiding cold weather areas, lol.
