I am not real experienced in this but you you could create a tournament. It looks after playing around this might work but you have to manually change it every year to the qualifying teams in. I can't see a way to auto pull the qualifiers.

Choose team selection from leagues
Then selected the teams you want in each group.
It looks like you have to do it every year. I don't see a way to just select say the top 3 teams from each league.

I might do this for the AAA playoff they have in the US minors (PCL vs. International). Just realized I could but it looks like a manual selection vs. an auto pick of top teams.
