Tested 3 new games again as commissioner and controlling league evolution. Did not edit any teams.
Started in 1942, 1948 and 1968. The first two times there was no amateur draft in the first year, but an amateur draft appeared in the second year.
For 1968 there was an amateur draft log on July 1 but no draft. Proper draft in 1969 on July 3 as normal.
So it appears the initial year is the problem
