Playing a 1930s-era simulation, I went to buy a player contract from an unaffiliated minor league team and got a message "You either have no money or your roster is full." I have not purchased any players in the current sim calendar year.

I have plenty of cash on hand and my major league roster is not full (there's space on both my active and 40-man rosters) as well as having a minor league affiliate that appears to have no roster restrictions (A level ball).

Any ideas on what is causing this message to appear?
