Looking at the save, that's definitely a weak draft year, but I don't think that's part of a permanent trend. In test saves, I'm getting some very strong drafts in the late 2020's (to the point of 4.5-potential guys going late in the first round) so if you continue you should start seeing that kind of draft in addition to the weaker one you're looking at now.
I also just made some adjustments to the way major junior stats are evaluated; I think we had a slight issue there with the stat-based ratings getting depressed a little too far. That should slightly upgrade the ratings many of the draft-age players get, which will be particularly noticeable in the middle rounds.
