League data filename: 'milessa42Padres.zip'

In order to manage my minor league systems, I generally shortlist and manually manage about 60 or so prospects, and as a part of that I lock the from being demoted by the AI.

These replication steps are a bit weird because of the state my game was in at the time, but bear with me:

Visit Player Shortlist page
Change to the following settings on the player table:
1. View: Pitching Shortlist
2. Filter: AAA Pitchers
3. Position: All Pitchers
Note that 5 players are not at the MLB/AAA level and have had their demotion/promotion locked:
1. Blake Barker
2. Juan Flores
3. Jim Bratcher
4. Mike George
5. Whip Mullowney
Select all 5 players and promote them to AAA
Either ask the AI to set up the entire minor league system OR sim a day (the AAA roster will be over the player limit at this time

Expected Behavior:
- Those 5 players will stay at AAA and the AI will move 5 other, non locked players around to fit the league roster rules. This is how the game would act prior to this bug occurring, and I would definitely expect this now because there are at least 5 unlocked pitchers the AI could demote instead.

Actual Behavior
- Those 5 players will get sent to where they were before (A mix of R, A-, and A+)

PS: The "how to upload to the OOTP FTP" link in the Technical Support how-to post is incorrect, it doesn't match the one in this sub-forum and gives a 404.
