I've tried entering 30 more tourneys so I know it's not because my other accounts are accessing them. Thank you.
EDITED UPDATE: I restarted OOTP and three tournaments appeared. Maybe I had to restart to clear out the Eliminated tournaments as bring the unfilled ones closer to the top?

This happened to me, too, so restarting appears to be a necessity.
