Ah, looks like the problem is the scout being assigned to a region in a fictional game where there are no actual leagues based in that region. With a custom game like that (or historical), you don't really need to get region-specific with your scouts, there are few enough prospects that you can cover them with broader assignments (like just a specific league, or draft eligibility, or free agents).
