It appears to be a new phenomenon in the past few years - the usual story: one team does it and the others say "That's a good idea. Why didn't we think of it?" The other term that I saw in a search is "Quality Assurance Coach" and there were some definitions here and there. The best was this one: "The quality control coach is essentially responsible for helping [the team's] players prepare for games. He works with the advanced scouting department both in terms of scouts and analytics to make sure information is properly conveyed to players." In baseball, being bilingual seems to be a qualification.
