My Finances screen says I have $95 mil Budget and $98 mil in Player Payroll.

My Finances->Salary Obligations screen says I have $88 mil in Salary Obligations.

My Finances->Cap Obligations screen says I have $88 mil in Cap Obligations.

When I try to sign a FA I am rejected because I am over Budget. I cannot find the $10 million in Player Salary that the game says I am paying.

Can someone explain to me how the Player Payroll number in the Finances screen is determined?
