You need to adjust the player creation modifiers. Start a regular fictional major league and add all the minor league levels. Take a look at the PCMs of the major league, most of them will be (1.000). Now look at the minors and you’ll notice they decrease as you go down each level. (Note this is only an example, the game uses these on initial player creation, draft classes will use the major league level settings). Alternatively add an international or independent league, these should both have lower PCMs.

If your universe only has your British league, then none of this matters. It only matters if you have other leagues which you want to be “better”. Also keep in mind that you can display ratings relative to a specific league. So in your British league with low PCMs you could have a 70 rated player, but if you change the setting to relative to MLB he might be a 30.

League reputation is just an added factor to control where players want to play. Other factors are money, proximity to hometown etc.
