Tom Glover pitched in the Negro Leagues from 1934 through 1945, spending the most time with the Baltimore Elite Giants. I think the symbol on the cap in the photo is a "G" and that the uniform therefore is of the Baltimore Elite Giants. The photo is from Seamheads.com.
