I played OOTP 20 and I don't recall this being a problem. I'm playing as the Cubs, it's March 24th and it won't let me increase my scouting budge from $15,636,022 to $24,000,000. I checked my team finances and I have $53mm profit from last year and my balance is $35mm in the green. My owner is an "economizer".

What am I missing?
