For example I have a SS that is 1.5 stars right now but with a potential of 4.5 stars. Now I know he isn't gonna make the team this year but does it help any with development to have him in spring training?

It's not explicitly documented but I have done it for several hundred seasons over many versions and it sometimes works both ways. I sometimes get a minor league FA with an invite to ST to become a reasonable backup and/or become a trade chip mid-season. The development engine is there. It makes no sense not to use it.
