Yes. And to correct my post I said service time runs in the complex which i meant to say pro time. So lets say hes in the complex since he was 16 and and you move him stateside 3 years later. He'll already have 3 years of pro time. It affects him if you have pro year limits on you minor league levels plus hes halfway to minor league free agency if hes not moved to the 40 man roster in 3 years (unless he takes a minor league extension). Of course sadly many are cut before all of this. See the movie Sugar if you want to see the reality of all this.
