That's the Iron Curtain rule, it makes the Soviet-bloc players unsignable until 90-91 unless they actually played in the NHL prior to that (e.g. Mogilny in 89-90.) So, if you drafted them in the late 80's you wouldn't have been able to sign them immediately, but you may have advanced far enough when you traded them that the signing restriction had been dropped.
