The USA (and Canadian) GM's are always replaced after a major tournament, that's why you can't change the roster, but I don't think it would work in this case.
The simplest way to fix their status is (if you're not playing in challenge mode) to enter commissioner mode (in Manager-options), then go to each player's edit screen, click on retired, save it, and then unclick retired and save it again. You'll need to re-enter their current team and contracted team, but that'll remove the INT marker so they can play for their teams again.
