Looks like the negotiation unhappiness was a bug, the negative effect wasn't getting cleared completely when it was supposed to end. The leftover penalty is relatively small, though (Youngman, for example, is much more upset about his icetime), so it won't impede your ability to sign them in the future or have a large effect on their performance.
