If you're the commissioner in your game, you can edit the settings of any team. Go to the Rays, then Settings, then change their name, city, logo, and ballpark how you want.
I moved the Nats back to Montreal in my league. The game gave them the old Expos logo and jerseys, but I didn't spend much time on the ballpark, and a typo left Olympic Stadium with a capacity of 45 instead of 45,000. They're going to struggle to afford that Strasburg extension.
