Again, that's a side-effect of the system that keeps the offer open to allow you to enter a qualifying offer for a potential RFA after the player stops negotiating. It'll look like he's negotiating again, but he'll always refuse your requests regardless of whether or not they're matching what he says he wants. He'll eventually begin to treat the offers normally again, although he may need to get to the stage where he becomes an RFA.
It's an awkward, confusing system, and one that's going to get redesigned, but at the moment that's how it works.
