That sounds like the zoom level of your Windows desktop is set to a level that's reducing the usable screen size to a very low resolution. Right-click on the desktop, select Display Settings, and then under Scale & Layour see if the option to "Change the size of text, apps, and other items" is something other than 100%. If it is, switch to 100% and try running the game again.
