I think the answers to my questions are
YES
Just make sure both MINOR LEAGUES are included and the COLOR BARRIER is turned off
NO
So far, I have *not* found a way to change the attributes of the Oscar Charleston that enter the league, and have found some hints that doing that was available in previous versions, but not the current one.
