Can someone tell me (preferably a developer) how this number is calculated?

I understand the concept, however, this number never seems to equal the number in the "Cap Obligations" chart for next season. In fact, it always seems to be a bit lower.

Basically, I can never really guarantee where I am going to be cap wise next season until July 1st.
