It sounds like you may be mixing up Perfect Team and Online Leagues.
Each have their own forums.
Perfect Team:
-Pay to Win
-Not a Career Mode baseball simulation
-You are assigned to a league based on your performance
-Picture a live baseball card trading game where you compete against other's and their cards
Online League:
-Usually no cost
-A Career Mode baseball simulation
-A ton of different leagues to chose from with most styles of play you can imagine available
-Simulates being the GM / Manager of a baseball franchise where you control every aspect dependent on the league rules.
If you want Perfect Team, just start as you won't hurt anything. Hit the official forum and ask questions and try not to spend money until you decide if it is for you or not.
If you want an Online League, figure out what you are looking for and then start reading the Online Leagues forum. If you see one that appeals to you express interest and go from there.
For online leagues, some options to consider:
-Do you want a fictional universe or a league using real historical players and teams?
-Scouts enable, or a league where all members see the actual ratings of players?
-Beginner friendly, or highly competitive?
