Check a few other milestone reports like that - is the same thing happening in any of those? Everything seems to be fine in the text data for that news story, and it hasn't changed in several years, so it looks like this is either some problem with the text database for your save (which should cause all of those stories to look like that) or there's some specific circumstance here that's preventing it from looking up the story text properly .
