I would say the best time to start a new team is on a Monday morning after the new league files come out. That will give you a full week to earn PP and work on your roster. If you were to start the team now, you would only have two days of entry league play. Usually the week is enough time to build an Our League compliant roster.
When your team is ready post your team name and user name in this thread. Since you can have up to 30 friends it is always wise to friend teams above and below your level to count for promotions or relegations.
