There doesn't seem to by anything wrong with the folders in the debug info you posted above.
Can you try shutting the game down, restarting your system, then going into your OOTP saved_games folder and deleting everything that ends in .pt
Then try to log in again and let the game re-download a fresh league file. Does that change anything?
