Looks like SIlver turned out a bit wonky with Hartford/Ring Road in Silver 300; and Bevo Mill/Shangri-La in Silver 254.... check those friends lists and make sure everyone in and around your tier is included.
Everyone else seems to be in the same league for the other tiers.
