At the crucial moment, when the Rays were willing to pay $40 million to break the Tropicana lease, St Pete had a mayor with a sooper sekrit plan to keep the Rays and a City Council where the majority were afraid of having their legacy being associated with getting $40 million for the city for letting the inevitable happen early.
Government still doesn't quite get it. It should tell the Rays they cannot stay past the expiration of the lease. The rejuvenated areas of St Pete have reached the Tropicana site which is now in the way of additional expansion and thus quite valuable. But there's no mention of the city helping the Rays pack.
