A "local", inward looking league was started in the rubble of the disintegrated MLB with teams in self-sustaining, American cities like Indianapolis, San Antonio, Buffalo, Las Vegas, Oklahoma City, Hartford, etc. Free agency doesn't come for 9 years, only Americans allowed, total free market as far as how teams earn money.
A global league with teams in more international, outward looking cities like San Francisco, New York, LA, Miami, plus global cities like Toronto, Mexico City, London, etc. Players become free agents after 4 years, teams make roughly the same amount across the league, no nationality rules.
Separate leagues but they play in the CL
World Baseball League has tried to get Asian, European, British teams over the years but they've stayed apart: Asian Super League has gotten pretty strong, a Commonwealth League from mostly cricket-playing countries has started up and EuroLeague, while remains weak, has been playing for a while.
