European second tier leagues are still lacking a lot of realism. IRL some teams rely heavily on player loans, they should get tons of loaned players from top U20 leagues and from pro leagues but loans aren't in the FHM just yet.
I'd say that your best bet when playing as small market team is to search lower level leagues for young players, usually you should find some cheap ones in 2. hokejova liga or even in other European semi-pro/amateur leagues.
During free agency it's best to look for players that turned overaged in U20 leagues as they usually accept very low salaries.
What comes to player transfers, add some extra dollars in transfer so request is 100% accepted and also try to negotiate transfers with the same or lower level leagues because high tier leagues asks hefty amount of dollars even for fringe players.
