So sorta' like what the WHA did with the Soviet team that played regular-season games against each of the league teams but wasn't actually part of the league?
The only way that I can see you doing that is to make the Dutch league a sub-league along with your main league, in the same way that the NL and the AL are sub-leagues of MLB. The two leagues play interleague games but AL teams aren't eligible for the NL pennant and vice versa.
It might be possible to do what you want to do by setting up an association, but someone with experience using associations would have to chime in - I don't know anything about them.
